Referees' chief Howard Webb has confirmed that the decision to rule out West Ham's equaliser against Arsenal was correct due to "a clear and obvious offence" on David Raya, and called for discussions to take place on grappling in the penalty area.
Callum Wilson scored a late equaliser against the league leaders on Sunday, which was later ruled out by VAR after a lengthy review for Pablo's foul on Raya.
Former Manchester United defender Gary Neville labelled it as "the biggest in VAR history" due to its potential implications on both the Premier League title race as well as the relegation battle.

"Is it a foul on the goalkeeper? Categorically yes," Webb said.
"When you look at that in the round, that's clearly the clear and obvious offence that needs penalising.
"We've missed some holding situations. Not like this, though, where the goalkeeper's arms are being interfered with. This is different and this is why this one is a clear offence.
Webb confirmed that discussions will take place at the end of the season on how to officiate grappling, holding and pushing in the penalty area to avoid such incidents.

"Raya can't do what he would normally do in that situation, simply catch the ball or punch the ball, and they intervene, and they come to the right decision," Webb said.
"We'll continue consulting, but certainly we need to be vigilant. We need to identify those clear actions that are impactful."
